Shirley Anne Williams was born on April 29, 1944. She attended East Carolina University and married James R. Proctor of Rocky Mount. James is a graduate of the University of North Carolina at Chapel Hill in math and physics. Shirley has been a SIMS operator in Raleigh and Greensboro schools. James, before retirement, was Vice President of a computer consulting firm in Raleigh.

They live in Greensboro and are the parents of three children. Bryon Keith Proctor was born on June 27, 1968. Wesley Todd Proctor was born on January 31, 1972, and Ashley Michelle Proctor was born on February 23, 1977.
